The U.S. Office of Defense Cooperation (ODC)
Azerbaijan manages the broad spectrum of U.S. Security Assistance
and military contact programs in Azerbaijan to achieve broad U.S.
and Azerbaijani security cooperation objectives. Execution of
these programs must be conducted within legal, policy, and procedural
guidelines as determined by US authorities. The office is responsible
to the U.S. Ambassador to Azerbaijan and the Commander U.S. European
Command (USEUCOM). Its main guidance documents include the Ambassador's
Mission Performance Plan and EUCOM's Country Campaign Plan.
The programs that ODC Azerbaijan utilizes to achieve these goals
are varied. They include traditional Security Assistance programs
such as Foreign Military Sales (FMS) of U.S. defense equipment,
services, and training. It also manages grant-funded programs,
such as Foreign Military Financing (FMF), Peace Keeping Operations
Funds (PKO), Coalition Solidarity Funds (CSF), Excess Defense
Articles (EDA), International Military Education and Training
(IMET), and Counter-Terrorist Fellowship Program (CTFP).
The ODC also oversees several military-to-military programs to
include the Joint Contact Team Program (JCTP) and the State Partnership
Program (SPP). Azerbaijan's State Partner is Oklahoma. ODC also
administers a robust Humanitarian Assistance (HA) program and
represents USEUCOM's Counter Narco-terrorism (CNT) program in
Azerbaijan.
